The tilt rod connects the slats to allow them to be tilted in unison. Its usually positioned in the centre but can be offset to the side if required.

A Clearview tilt rod is a discreet aluminium rod hidden at the back of the shutter panel. To open and close the slats you simply adjust one slat manually and all slats will open and close in unison
